With reference to your Confidential Despatch

of the 19th. of September, I have the honour to transmit Regula- -tions made under Section 6 of the Wireless Telegraphy Ordinance,

I also enclose the draft of a form of Licence,

which it is proposed to issue in this Colony under Section 3 of the

Ordinance to establish Wireless Telegraph Ship Stations. This draft

is based, in accordance with the instructions contained in your

Miscellaneous Despatch of the 20th. of June, upon the model licence

enclosed in Lord Crewe's Circular Despatch of the 3rd. of June,

1908. It has not, however, been found possible to obtain access to

any licence issued since the coming into operation of the Inter-

-national Radio-telegraphic Convention 1912 from which the form of

the 1908 licence might have been brought up to date. The Attorney-

-General states that the latest copy of a licence of which a view was obtainable locally was one dated the 30th. of June, 1911, and this was in the possession of the steamer "Empress of India" belonging to the Canadian Pacific Railway Company's Royal Mail Steamship Line. The model of 1908 has been modified in accordance with that licence, but as further modifications may be desirable
